NEW ROCHELLE, N.Y. — Ivin Harper, a Black fitness instructor and actor, endured a harrowing legal ordeal after body-worn camera footage appeared to show New Rochelle Police Lieutenant Sean Kane planting narcotics to manufacture a felony arrest. The digital recordings clearly revealed Kane handling a small plastic baggie containing a white substance while inside his patrol vehicle; minutes later, the footage shows him "discovering" a nearly identical baggie beneath the front driver's side tire of Harper's vehicle during a May 2024 stop.

Drug charges against Harper were subsequently abandoned by prosecutors in August 2024 after internal investigators reviewed the footage and confirmed the evidence had been fabricated. This incident marked the second time in two years that Harper faced serious felony counts that were ultimately dismissed following allegations of police misconduct.

Kane and other precinct personnel were linked to these recurring encounters, which Harper and his legal team describe as a pattern of systemic targeting. Harper has since filed a federal civil rights lawsuit against the City of New Rochelle, Kane, and several other officers, alleging false arrest and the deliberate fabrication of evidence.

Complaints regarding these specific individuals went ignored for years, fueling contentions from Harper's attorneys that such behavior reflects a deeper, toxic culture within the department. Legal filings characterize these actions as a gross betrayal of public trust, arguing that badge-wearing employees weaponized their authority to destroy a civilian’s reputation.

Grand jury deliberations previously declined to issue an indictment against Kane, a decision that sparked widespread outrage among local civil rights advocates. Despite the lack of criminal charges at the county level, city officials eventually resolved internal disciplinary actions in March 2026 by demoting Kane two ranks to the position of Police Officer, fueling widespread outrage.

Harper, who relocated to Denver to distance himself from the department, continues to push for a federal review of the case, maintaining that local investigative processes failed to provide genuine accountability. Silence remains the standard response from municipal leadership regarding the specific mechanics.
