SPRINGFIELD, Ill. — Illinois legislators have approved a statewide plan that would keep student cell phones out of use during the school day, sending the measure to Gov. J.B. Pritzker for final approval.

The proposal requires public schools to restrict phone use from the first bell to the last bell, according to Sen. Ram Villivalam, a Chicago Democrat who sponsored the legislation. Pritzker spent months urging legislators to move the measure across the finish line before the session ended.

Negotiations stretched through much of the year as educators, district administrators, and elected officials worked through competing ideas, reported by Capitol News Illinois. Multiple revisions were added before enough votes emerged to secure passage in both chambers.

House members approved the measure during April. Weeks later, the proposal returned to the Senate, where additional changes were reviewed by the Education Committee before receiving final approval.

One of the largest revisions involved timing. An earlier version called for schools to begin enforcement during the 2026-2027 academic year.

State officials ultimately pushed implementation back one year. Districts would now have until the 2027-2028 academic year to prepare policies, communicate expectations, and determine how restrictions would be enforced.

High schools would receive added flexibility under the final version. Local administrators may allow limited phone access during lunch periods, class changes, or other circumstances outlined by district policy.

Teachers argue constant access to phones has made it harder for students to stay focused in classrooms. Classroom interruptions tied to social media, texting, and online activity became a major factor behind the push for restrictions.

Districts across Illinois have already experimented with similar limits. Administrators in those communities reported fewer classroom interruptions after tightening device rules.

Pritzker has not yet signed the bill. His approval would place Illinois among a growing number of states limiting phone access during the school day in an effort to improve classroom focus.
