Mayor Eric Overholser found himself at the center of a packed and emotional city council meeting after signing proclamations backing Immigration and Customs Enforcement and declaring Antifa a domestic terrorist organization, actions that drew hours of testimony from people holding sharply different positions.
Speaking with The Center Square, Overholser said the proclamations originated with local citizens and reflected principles he believed deserved public recognition from city leadership. According to The Center Square, he regarded the declarations as expressions of values many residents wanted acknowledged rather than political theater.
“I really thought it was important just to represent Battle Ground on these broad-based issues,” Overholser said. He also described the proclamations as support for “the rule of law and civil obedience.”
Council chambers filled as testimony stretched across roughly four hours. Some attendees applauded immigration policies and public safety efforts. A separate group urged city leaders to avoid stepping into highly charged subjects that have divided Americans for a long time.
A proclamation voiced support for ICE and federal immigration policies. A separate declaration labeled Antifa a domestic terrorist organization, placing the southwest Washington city into arguments that have surfaced in legislatures, courtrooms and public hearings across the United States.
People favoring the measures told city leaders they considered them straightforward affirmations of border security and respect for existing laws. Multiple speakers maintained that municipal governments should not hesitate to publicly state where they stand on matters involving public order and legal authority.
Those challenging the declarations countered that Antifa lacks centralized leadership and questioned whether a city proclamation could accurately define a loosely connected movement. Some also warned the measures could widen divisions among neighbors holding sharply different political outlooks.
Clark County has experienced its share of politically charged public hearings in recent memory, making Battle Ground familiar ground for disputes that draw large turnouts. School policies, cultural disagreements and election related disputes have all packed hearing rooms throughout the region.
Unlike ordinances, tax measures or spending plans, proclamations generally carry symbolic value and do not create criminal penalties or grant additional authority. Even so, symbolic declarations often signal how elected officeholders want their municipalities viewed by audiences both near and far.
When the meeting finally ended, neither camp appeared persuaded by the other. People favoring the proclamations departed believing city hall had spoken clearly on immigration policy and law enforcement. Those objecting left convinced municipal government had stepped into territory better handled in Washington, D.C. What started as a council agenda item evolved into a vivid demonstration of how national fault lines can emerge in a city of 23,000 and draw attention well beyond its borders.
