CHICAGO — Federal prosecutors have charged two suburban Chicago men in separate healthcare fraud schemes that allegedly generated more than $315 million in Medicare and Medicaid payments through false billing and fabricated claims. The accusations target COVID-19 test-kit reimbursements and behavioral-health services investigators say were never rendered.

Amirali Bhimani, 42, of Naperville, is accused of operating a network of companies that submitted reimbursement requests for COVID-19 test kits beneficiaries never received. Prosecutors allege the operation resulted in approximately $240 million in Medicare payments tied to claims for kits that were never shipped.

Charging documents outline the scope of the alleged billing operation. According to the Chicago Sun-Times, prosecutors claim Bhimani used multiple entities to submit claims tied to test kits that never reached recipients, allowing hundreds of millions of dollars to flow through Medicare.

Daniel Robinson, 51, of Palos Park, faces separate allegations involving ODA Solutions, a company accused of billing Medicaid for behavioral-health services that were never rendered. Prosecutors estimate the operation received approximately $75 million in Medicaid payments.

Healthcare fraud remains one of the largest sources of financial losses across government-funded medical programs. False claims can divert taxpayer money away from patient care while increasing costs for programs that serve seniors, low-income families, and people with disabilities.

Fraud allegations claim both operations relied on records and billing submissions that misrepresented services or products connected to government healthcare programs. Convictions have not been secured, and both matters will move through the criminal justice system before any determination of guilt.

The accusations arrive as authorities continue pursuing large-scale healthcare fraud investigations across the country. Enforcement efforts have focused on telehealth claims, medical equipment reimbursements, laboratory testing programs, and behavioral-health billing practices involving public healthcare funds.

Amirali Bhimani and Daniel Robinson now face charges tied to two of the largest healthcare fraud accusations announced in Illinois this year. Prosecutors contend the combined payments exceeded $315 million, placing both matters among the state's most significant alleged healthcare-fraud operations.
